I added it to sysvinit (actually it has always been part of it, but wasn't
installed by default) because the bsd one has a problem: it writes the
output to stderr which is confusing in scripts. This was requested on
debian-devel some time ago but I forgot to tell the bsdutils maintainer.
Alternatively if the BSD one has been fixed, mesg could be taken out of
sysvinit again.
All this fuss about a program which exists of only 5 lines of C ;)
