Bug#2513: manpages package contains another packages man pages

Andrew, it seems to me that these are not bugs. The manpages package
provides manpages for many packages (even those you haven't installed).
This is useful for those who want the documentation without the features.
If this package is not installed, then it should be expected that each
package will take care of it's own documentation. There doesn't seem to
be any conflicts or clobbers associated with this proceedure so, what
makes it a bug?
