I agree with that. But why can't we provide a file, let's say
/etc/rc.boot/local, as a place for the users to put their setups? I believe
that many people install Linux (and hopefully Debian) who are new to the
Unix world. It's much easier for them if there is an empty file
/etc/rc.boot/local, maybe with some comments inside, that they have to edit
than if they have to create it.
