Bug#2533: rc.boot should activate swap before running fsck

I've been testing the Debian installation on a machine with 4MB RAM and
a 1.2 GB disk. /etc/init.d/boot runs fsck.ext2 before activating the swap
partition. fsck.ext2 runs out of memory and complains
"fsck.ext2: %s: Can't allocate buffer for inode count". Please change it
to activate the swap partition as early as possible in the booting process.
