But then there really needs to be a kernel image package with nothing but
a control file, but I think even that is more work than necessary.
Development kernels follow very fast, faster than I would expect (or hope)
debian kernel packages would come. If packages could declare the first
kernel revision that they would work with, a lot of special case finagling
could be avoided.
