Bug#2351: xdm doesn't detect gpm mouse lock

I personally would use both gpm and X, but unless the administration of
the configuration script is very complex and this simplifies your life a
lot, why require another package just for the configuration script.
Could you have a file containing the configuration information in /etc
like /etc/papersize eg /etc/mouse, and have a script common to both gpm
and X that does creates this. Both packages could then read take their
information from there. This may be overkill, and introduce too much
complication though. (NB there is a discussion about creating a
subdirectory of /etc for this sort of thing in Bug#2409)
