Bug#2424: diald maintainer field enclosed in double quotes

The Maintainer field's value is enclosed in " characters.  This causes
problems for various kinds of automatic processing for bug reports.
For example, I would usually send minor bug reports of this kind to
debian-bugs-quiet, but in this case the message to the maintainer
would bounce because
  "Giuseppe Vacanti <Giuseppe.Vacanti@DeSelby.xs4all.nl>"
would be interpreted as a local user on my system (one whose local
address matches the string between the quotes).

Furthermore, the extended description starts with a blank line
(represented by a `.').
