Bug#2411: dip can no longer dial the modem

My old dipscript stopped working when upgrading to 2.00-1. I had to
downgrade to post this report :(
I used dip -t and went through the script line by line. It returns
"BUSY" on the line "dial t2427640". I also tried it without the t
(=touchtone), and it still failed. It never even picked up the line.
