That won't be enough; the binaries will be ELF and so won't work with
an a.out library.
IMHO the solution is for the non-free directory to contain a.out
binaries linked against the (a.out) libc4, and for there to be a
separate ELF non-free directory.
This applies, ultimately, to almost everything under non-free.
