Bug#2360: xdm cannot find a free VT

I don't think gpm has anything to do with this -- I don't use gpm.

I reinstalled kernel 1.2.13 and x11 from the 0.93 distribution and had
the same problem.

xdm dies on start up and sends the below message to /var/log/xdm-errors.
Here's what happens with startx:

TRANS(SocketUNIXConnect) () can't connect: errno = 111
giving up.
xinit:  Connection refused (errno 111):  unable to connect to X server
xinit:  No such process (errno 3):  Server error.
