Bug#2302: RCS - problems with msdos filesystems

RCS fails if it is run on an MSDog filesystem.  Apparently, RCS first
creates a temporary file, tries to adjust the permissions, and then
renames the temp file to the proper name.  Msdos does not allow for
changing permissions, returns an error, and RCS exits.

Could this be changed so that RCS continues even if it gets a permission
error?  There really is not reason to abort.

This also affects CVS since it uses RCS to do it's low-level work.
