Bug#2269: usr/bin/time has no manpage

You can't stop don't you.

I would like to addd a more relevant than only diskfulling solution for
this problem. Let's crate a no specific man page available right now and
put this in base. All missing manpages can softlink to that one. Saves
of traffic for the bugreporting system, no or a little diskload and perhaps
someone will be encouraged to write a manpage if the manpage (the there is
no manpage on this one) is convincing and funny and ... (sorry my knowledge
off english is not enough to express precisely what I want to say).
What about it?
