This is an interesting idea, which could bear more thought.

It wouldn't be completely impossible to implement, either, but I'd
like to be convinced it was worth it.

So, if we do this, what are the benefits - what can we do that we
couldn't before ?  Especially, compare this to a situation where
dselect can install packages in a particular order based on
Pre-Depends lines.
