Bug#2190: wu-ftpd manpage problems

It doesn't say whether this is the default.

This is also the case with the -L, -i, -o, -d and -l options.

The wu-ftpd(8) manpage doesn't have a FILES section, and ftpaccess(5)
says:
> Files
>        FTPLIB/ftpaccess

I had to look in the wu-ftpd binary to find that it uses
/etc/ftpd/ftpaccess.
