Bug#2038: tex man page has unexpanded macros in it

The man page for tex (and bibtex) has unexpanded macros for a number
of the default search paths (from tex(1)):

       TEXFONTS        Search path for font metric (.tfm)  files.
                       Default: @DEFAULT_TFM_PATH@

       TEXFORMATS      Search  path  for  format files.  Default:
                       @DEFAULT_FMT_PATH@

These should be expanded before the manual pages are packaged.
