Bug#1922: 1.3.43 Kernel is too nice

Package: source-1.3.43-0

After installing and compiling the new source code, all of my processes
have a default nice setting of 15.  The following is a shortened result of
'ps -lax | awk '{print$6, $14}':

NI
15 init
15 bdflush
15 update
15 /usr/sbin/rpc.
15 /usr/sbin/inet
15 /usr/sbin/http
15 /sbin/syslogd
15 /sbin/klogd
...
