more on time zones

I just sent a bug report to debian-bugs stating that I was going to
submit a bug report on /sbin/clock for the miscutils package.  I've
not received an ack on that bug report, and might not check my mail
again till tomorrow.

This is just a note that I'm not going to submit a miscutils bug
report.  I'll probably eventually want to append a similar note to the
bug report that I've just submitted, but that may take a while.

[explanation: I don't know that /sbin/clock is ignoring information
from /etc/localtime if the information in /etc/localtime is
inaccurate.]
