Bug#1783: pppd puts wrong PID in LCK..ttySxx file

It appears like when I start ppp to my ISP, that the PID placed in
/var/lock/LCK..ttyS20 (on my system) is not the same as the PID in
/var/run/ppp0.pid.

The result of this is that if another program, like UUCP, would like to
use this port, it appears like the lock file is stale since the PID
listed within the file no longer exists.

Below are examples of what I am talking about taken during 1 ppp session.

silverado 81# ps ax | grep pppd
25852 s20 S     0:00 /usr/sbin/pppd /dev/ttyS20 38400 connect
/usr/etc/chat -v "
25865 pp1 S     0:00 grep pppd

silverado 82# more /var/run/ppp0.pid
25852

silverado 83# more /var/lock/LCK..ttyS20
     25867
