No, please fold mt-st back into the cpio source and send the patches
to the GNU cpio maintainer.
This is better because it provides fewer packages, and because it lets
the FSF have our better version of mt.
Incidentally, I intend to have dpkg provide a script for situations
where two packages may want to provide the same file, and a mechanism
for allowing one package to `override' a file from another.
That way next time a similar situation occurs a better interim
solution will be available.
