Bug#1264: cern-httpd doesn't install startup file

Version: 3.0-3

The httpd startup file is added to /etc/init.d, but no links are made
to any of the /etc/rc<runlevel>.d directories. Neither is an entry
made into the inetd.conf file. Thus, no web server is available with
hand configuration by the user/administrator.
