Bug#1263: 'login' doesn't work

(Actually, it's part of the basedisks, but that's what 'dpkg --search login'
and 'dpkg --status miscutils' showed).
The login command doesn't work when trying to switch to a different
user. Instead, you end up as the same user. Also, .bash_profile
doesn't get run.
If you try to 'login' as the same user, then everything seems to
work fine.
The following log shows both cases, (after a telnet to the rpcweb host):
