Bug#1235: man -k gives errors

[ This is a similar, but different bug than that reported by Ian J. in
  bug # 978 for man-1.5-1 on June 11th. ]

Running man with the '-k' option on my debian system gives the following
error...

`man -k rm`

grm (1)              - a secure 'rm' command
rm (1)               - remove files
apropos: warning: can't read the fallback whatis text database.
apropos: /usr/X11R6/man/whatis: No such file or directory

`whatis rm` gives a similar error.

I cannot find a `makewhatis` script anywhere, but then I've only ever
seen one on an old SunOS system.
