Bug#1183: xbase inistent about creating XF86Config, even if exists

Firstly, I do have an XF86Config:
chiark:src> ll /etc/XF86Config
-rw-r--r-- 1 root root 13075 Jul 22 01:28 /etc/XF86Config

However, when I installed xbase it inappropriately asked me whether I
wanted to create one, and wouldn't take `no' for an answer. I had to
hit ^C to quit.
