cron job to clean out old cat pages

I think that's a choice the user will have to make.  If you write
extremely useful scripts in perl that the user wants to use, he will
install perl.  If he doesn't want to install perl, then he should
learn to live without the scripts.  I wouldn't worry too much about
it, and in fact I would encourage you to write such scripts.
