resurrecting xball

Hi Debian games Maintainers,
I was looking at a possible project to tackle and found xball interesting
and something I could fix and update.

I am not familiar with Debian packaging (I am a longtime Mageia user), but
have contributed to Debian - Fontforge, libuninameslist, libspiro.
....currently just libuninameslist and libspiro at this time.

Instead of keeping the package as a Debian package which I'm not familiar
with, I converted the Debian package xball to a more generic package that
is easier for various distros to import.
To meet Debian policy, I think you only need to edit one of the ./configure
prefixes to meet the /usr/games directory policy used by Debian.
The minor value went from 0 to 1 due to all the updating around packaging,
desktop, X11 directory, and the fixes needed to build under current distros.

A ./configure compatible "dist" tarball is included here:
https://github.com/JoesCat/xball/releases/tag/v3.1.0

Hopefully you find this upgraded xball usable once again by current Debian.

Thanks,
Joe
