As far as I know, everything should be in debian/copyright. One reason for
that is that it is in the binary package, while the license.txt files are not.
You can probably get away with a lot as long as the package doesn't need to go
through NEW, but you shouldn't do anything that wouldn't be allowed if the
release team noticed it.
