XDG finally starts to make sense to me. ;)

according to the XDG Base Directory specification, great. If not, I
Unfortunately, I'm afraid they're not, as Mame is now a
cross-platform project and this would break portability between
different OS's (and most developers work on Windows).

We could still work on /etc/mame/mame.ini anyway; I guess we
could use concatenation for data items, but we would definitely
need to adjust the paths for output items during the configuration
stage, checking the appropriate variables and using default values
if necessary.
