Well, the upstream license is from 1994 and they distinguish e.g between distribution "as part of a hardware or software bundle, or on CD-ROM" which requires signed written persmission and "by online-service" which does not require such written permission, plase see the attached VENDOR.DOC (ascii file, never fear!).

So I think it's OK to "have it lying around" but I don't know if it's OK to actively distribute it by the Debian package management.
