Appropriate actions; cluebat upstream (better) or drop watch file.

I think upstream on both is rather inactive.

If upstream uses the odd/even scheme for dev/stable, perhaps the watch
file needs fixing?

It was originally but I think he switched on me because he wanted to make sure 0.0.7 got in at one point. I'll ask him about it.
