announce: svn commit mails truncation limit increased

Hello all,

After a discussion with Goneri and Miriam, we decided to increase the
limit at which the truncating of commit mails happen.

the reasons behind decision are:
- - most commit mails are truncated on the commits list
- - security has become a concern since we have grown so much
- - peer review is always a good thing

The limit for the truncation of commit mails was increased to 50000
bytes. This should allow more through reviews and hopefully better packages.
