Yes, that is possible. For example, that's how I have configured the
cdd-commits list:
Privacy Options... -> [Spam Filters] -> bounce_matching_headers
from: .*@(?!alioth.debian.org)
This rejects any posts *not* from: some user @alioth.debian.org
... although in our case, that should be "costa.debian.org" as you have
pointed out.
