Bits from the Debian Project Leader (February 2019)

The countdown to Debian 10 'buster' truly began last month with the
introduction of the "soft" freeze (ie. no new packages, etc.) [0] which
will be followed by the upcoming "full" freeze on 12th March [1]. See
below on various Bug Squashing Parties (BSPs) which also link to
documentation on how to find and fix our — at the time of writing —
363^W373 Release Critical (RC) bugs.
Anyway, here follows a brief overview of what I've been getting up to as
your Project Leader during February. Again, for those interested in such
numbers, it was reasonably busy month in the DPL inbox with over 300 non-
spam mails received and just shy of 100 emails sent… [2]

* I ee-appointed Kurt Roeckx to the Project Secretary position for
another term. Thanks, Kurt. [3]
* Made a request on behalf of Debian's Trademark Team [4] (who deal
with requests for permission to use Debian's marks) to attract new
volunteers and expand their membership. [5]
* Represented Debian and its interests in Brussels, Belgium at FOSDEM
[6], CopyLeftConf [7] and the GNOME Advisory Board [8]. I also
participated in the Open Source Initiative's [9] monthly
board meeting.
* Responded to a question regarding the criteria for entry on Debian's
"Partners" page [10] which highlights companies and organisations
who provide ongoing and substantial assistance to the Project.
* Made some early progress on organising some Code of Conduct training
to Developers by liasing with another free-software organisation in
order to save on costs, forwarded a suggestion regarding some
software tooling in this area and finally provided some brief feedback
on some potential Anti Harrassment team [11] candidates.
* In January, I co-signed an affirmation of the "Open Source
Definition" [12] (which based on our own Free Software Guidelines
[13]); in particular, the OSI's role as a steward of said Definition.
This was published earlier this month. [14]
* Made some more arrangements for a Bug Squashing Party [15] I'm
organising in Gothenburg, Sweden during April as part of the foss-
north.se [16] conference. [17]
* Submitted Debian's nominations for the 2019 Open Source Initiative
[18] board elections. As an "affiliate" of the OSI, Debian nominates
candidates in such an election [19].
* Responded to a number of responses to my previous "Bits from the
DPL" and redirected the usual requests for private support.
* Issued "DD certificates" [20] for a number of Developers and
Maintainers as part of new employment or positions in academic
institutions, etc. If you are a DD, a DM or a Debian Contributor and
you would like official certification of that, you may ask the
Project Leader to generate one for you; please

We have a large number of events coming up in the upcoming month(s) as
part of the preparations for 'buster', including:

* April 5th → April 8th: Salzburg, Austria. [24]
* April 7th: Gothenburg, Sweden. [25]
If there are no Bug Squashing Parties (BSP) planned near you, please do
consider organising one [26][27]. Don't forget Debian is willing to
reimburse 100 USD (or equivalent) to attend such events [28] which
can encourage people to attend and contribute towards making "buster"
appear sooner.

In financial matters, I:
* Approved funding for a Web Team [29] sprint to take place in Madrid,
Spain during the upcoming month [30].
* Had discussions around the status and next steps regarding a
missing-in-action Trusted Organisation [31].
* Approved the purchase of a Mikrotik "hEX" router [32] in order to
provide access to some DSA-maintained [33] machines at University of
Twente, Netherlands [34] and responded to a number of bursary
requests to attend DebUtsav Delhi [35].
* Approved Debian's involvement in this year's Google Summer of Code
[36] and Outreachy [37] programmes, clarifying which Trusted
Organisation would perform the financial administration. Alexander
Wirt (formorer) subsequently published an announcement outlining
which Debian sub-projects are involved [38].
* Sent a big "thank you" to a free-software organisation that has
shutdown and who have decided to transfer their remaining financial
assets to Debian.
* Lastly, I asked some further questions about (and subsequently
approved another) preliminary budget for DebConf19 [39], offered
sponsorship to a Bug Squashing Party planned to take place in
Bratislava, and followed-up regarding a company who require a
tax/accounting receipt for a donation.
