Build-time dependencies - please review the proposal

I have proposed on -policy a build-time dependency mechanism.  If you're
interested in this matter, please join the discussion on -policy.

I'm especially interested in input from maintainers of complex packages,
such as X, GNU Libc and others, and from porters.
