debian binary package



hi,
i am trying to make binary package. the problem is, that files are in non-standard directories. for example, all binary and other files are in /usr/local/lib/foo/ and manual pages in /usr/local/man/. when i invoke dpkg -r or -P, dpkg wants to delete directories like /usr/local, /usr/local/man and others. when a put files in right directories(binary files in /usr/local/bin and so on) everything is ok.
i no, that this is against debian policy, but is there any way how to achieve this(to have files in non-standard directories and dpkg work correctly)
