[RFC] adding system users: which is the best way??

Hi all,
	Peter Palfrader and I have start packaging a piece of software
that should run as unpriviliged user.

We were looking at Policy 9.2.2 to see which is the best way to proceed in
order to get a new user in the system and we believe that the information
are incomplete (specially regardind uids that goes from 100 - 999
allocated for system user, since in our case it is not important to know
the uid in advance).

Peter noticed that some packages just add a user without asking the admin,
but we personally believe that the admin should be asked in advance for
which username will be added to the system, to avoid possible name
clashes.

We would like to have some feedback from your experience, before filing a
possible bug against policy (wishlist and for sarge+1).
