cruft wasn't able to keep track of all the random files in /etc
back when it was written, there's no chance of it doing so now. If
anyone cares, they can feel free to resolve, umm, [0] to everyone's
satisfaction. Without some way of handling that, there's really not much
point to cruft.deb afaic.
