It need to have access to the content of the kernel-image-2.4.19-i386
package at build-time. It does not need that this kernel is running and
its modules used. It does not even need that they are in a standard
location.

In this case, is it possible to make kernel-image-2.4.19-i386 build both
deb and udeb ? That would be the easier...
