One good reason: non-Linux ports. The Hurd doesn't have /proc at all, and the BSD ports have /proc, but don't have all the clutter in there that Linux does. So /proc/mounts simply doesn't exist other than on Linux.
I'd be far more in favour of moving it into /var, which is where it should have been in the first place, IMHO.
