While looking for an example, I did not find much applications that do
really depend libltdl (as expected in the policy) and use .la files, but
some applications that do not depend on libltdl and though use .la files
to find a way to the library file. 

This is absurd - some people develop SONAMES and care about proper using
them, and others just shit on these efforts and hardcode ONE filename
which they use to detect a library.

Whatever - what is the problem about having libarts and libarts1 on the
system? Why cannot you just use dpkg-diverts (if they are compatible
enough, seems to be the case at least with libao2). Or if there are
other filename conflicts, why not provide updated libarts packages (or
separated package) that does not conflict?
