Not quite...he is listed on bugs.debian.org/bind as the submitter of a
wishlist bug. Perhaps you were looking at #50013 and looked at the wrong
address.
By the way, bind@packages.debian.org is a convenient and error-resistant way
to accomplish the same thing.
