debconf pre-depends on perl-base (>= 5.6.1), which isn't in testing yet
due to being out of date on arm. I think that the enormous list of
packages after debconf is just a sign of how heavily debconf has
infiltrated Debian and how much stuff would become uninstallable if it
broke. :)

(debconf itself is in that list, so all the rest is pretty much
redundant.)
