Yes, it does. It avoids the license incompatibility issues of the
previous GPL-v2-only themes which are based on the Debian "Open Use"
Logo (without the "Debian" label). See for instance the Joy theme...

Since Juliette has already agreed to such license addition, I think
this part of the bug report can be considered solved, as long as you
modify the debian/copyright file accordingly.
