This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

It looks like one cannot change usertags of an archived bugreport. Of course, it's still possible to unarchive bug, change usertags, then archive it again, but that's suboptimal: maintainer is unnecessarily bothered by mails from BTS and identity of (possible) usertagger is revealed to him.
