Bug#440135: marked as done (usertags should be able to be changed even on archived bugs)

has caused the Debian Bug report #440135,
regarding usertags should be able to be changed even on archived bugs
to be marked as done.

This means that you claim that the problem has been dealt with.
If this is not the case it is now your responsibility to reopen the
Bug report if necessary, and/or fix the problem forthwith.

Yeah, basically there are three issues here:

1) That query shouldn't be showing archived bugs

2) You shouldn't remove usertags from archived bugs just to stop
showing them if the reason for the usertag is valid

3) You should be able to remove usertags even if they're archived.

1 and 3 are related bugs, 2 is not.
