Bug#511850: debbugs: archived bugs are not searched on parameter correspondent

When using the "mail from" parameter (passed to pkgreport.cgi using
the parameter correspondent), only unarchived bugs are searched.

For example:
http://bugs.debian.org/cgi-bin/pkgreport.cgi?correspondent=simon.paillard%40resel.enst-bretagne.fr;archive=1 returns 0 bug.
While many archived bug match the criteria, for example #328651.

On top of that, #441151 is not returned in the list while it match the
criteria as well and is not archived.
