Bug#434149: Should maintainers receive copies of their own BTS mails?

The maintainer, *and* anyone having sent a mail to the bug should be
CCed by default. The current rules force maintainers to search by hand
all interested people in the bug log, which is insane when you have
large numbers of bugs to handle.
