Package: debbugs
Version: whatever's installed on bugs.debian.org

I submitted a bug report with a Package: header instead of a
psuedo-header. I got a reply indicating that I hadn't included
a proper Package: psuedo-header.

Real headers should be checked if there's no psuedo-header.

Thanks,

Pulling psuedoheaders out of the real headers won't be implemented
because we want to be able to not show useless headers.
