Eventually, yes.

This particular bug doesn't actually affect any existing debbugs
installs; it's just new installs that have this problem, and it's
easily surmountable.
In any case, I've personally been working on fixing the problems which
are affecting the BTS itself, and haven't dealt with the issues that
need to be resolved so that the packaging of the BTS can be fixed.
For the time being, you can get all of the code and build your own
package from it:
bzr get http://bugs.debian.org/debbugs-source/
