Bug#38116: BTS bug subscription

I would like to see this feature too... (:

That there is a package called debbugs is a fact. However I do not know
more about it than that. I would assume spohr.debian.org installs from
that package, but I haven't the slightest idea.

In #34071 something about a patch is mentioned and also something about
a test server bug-subscriptions.debian.net.

Trying to http against it says: (The post was old)

    Forbidden
    You don't have permission to access / on this server.

I understand it as that Joachim Breitner wrote the mentioned patch? And
all referencing to it's where abouts was made on irc.

Could the patch still be relevant? Or is it time to write a new one
rather than hunting for it?

What needs to be done?

 debbugs
 - Deciding the desired behaviour
 - Setup a test system, with mail list servers and all
 - Implementing (:
 - Test, evalute and such

 bugs.debian.org
 - Discuss with all involved parties
 - Bring it to the real thing to aid squashing other bugs
