Bug#217960: debbugs: use hyperlinks with "cloned" messages on web pages

When a bug has been cloned, the webpage has a message like:
"Bug nnnnn cloned as bug nnnnn"; it would be really nice if these bug
numbers functioned as hyperlinks to the (corresponding place on the)
cloned bug.
